Technical Assistance Strategy

Carbon Solutions offers a technical comprehensive strategy to support the growth of the carbon management industry in the Columbia River Basin, ensuring it is equitable, environmentally sustainable, financially responsible, and supported by local communities.  

Subtask 4.1 – Project Development and Data Management Support:  Offering guidance, data, and customized tools to support responsible and equitable carbon storage projects from the Columbia River Basalt region, focusing on regulatory compliance, community engagement, tax incentives, and project development best practices. 

Subtask 4.2 – Integrated Carbon Management Strategies: Offering technical assistance and strategic guidance to support coordinated carbon storage projects across the Columbia Basin, leveraging partnerships with multiple DOE-funded initiatives. This effort will focus on integrating CO₂ capture, renewable energy operations, and pipeline infrastructure, culminating in a publicly available technical report and strategic guidance informed by stakeholder input. 

Subtask 4.3 – Monitoring, Reporting, and Verification (MRV): Collaboration with community stakeholders in the Pacific Northwest to understand expectations for Measurement, Reporting, and Verification (MRV) in carbon sequestration projects. Through community listening sessions and tools like the Community Economic Benefit Tool, the team will identify accountability standards, key metrics, and societal barriers to acceptance, fostering transparency and trust in MRV frameworks. 

Subtask 4.4 – Pore and Pressure Space Management and Optimization: Providing expert guidance on optimizing CO₂ storage operations in the Columbia River Basin, focusing on maximizing pore space utilization and ensuring secure, long-term storage. Using a dynamic reservoir model, the team will evaluate injection strategies, well configurations, and fluid compositions to minimize risks and operational uncertainties, delivering tailored, efficient basin-scale injection plans. 

Subtask 4.5 – Basinal/Local Impact Assessments: Modeling and forecasting the impacts of carbon storage on basin performance, focusing on pressure communication and mineralization effects between nearby projects. This analysis will guide best management practices and inform a carbon-storage roadmap for equitable and environmentally responsible deployment across the basin. 

Subtask 4.6 – Legal and Regulatory Assessments and Strategies: Collaboration with permitting and resource agencies in the CRB to streamline regulatory processes, share best practices, and support legal compliance for carbon management projects. This includes developing a “Permitting Roadmap for Carbon Management Projects in the CRB,” creating an up-to-date database of state and federal incentives, and fostering tribal and stakeholder engagement to ensure environmentally sound, culturally sensitive projects that deliver community co-benefits. 

Subtask 4.7 – Carbon Transport, Planning, and Safety Assistance: Providing guidance on planning carbon transport infrastructure using the SimCCSPRO tool suite to design regional CO₂ transportation pathways, including pipelines and hubs. This effort will address safety, regulatory compliance, and techno-economic considerations, while aligning with subsurface storage (Subtask 3.4) and CO₂ source assessments (Subtask 3.5).
